Is this actually compliant with Ontario's daily inspection rules?

Yes. The checklist covers every Schedule 1 item under Ontario Regulation 199/07, each report carries the driver declaration and signature, defects are classed Minor or Major, and a major defect flags the vehicle out of service. Reports are retained and available to show at a roadside stop.

Does it work where there's no cell service?

Do my drivers need their own accounts?
